It is difficult at an annual meeting to consider all the ramifications of a motion and fine-tune its language so that it does not have ambiguities or lead to unintended consequences. At its mid-year meeting in November the club board adopted a standing rule regarding the making of motions at the club's annual meeting, providing that any substantive motion be made only upon notice and distributed in advance so that club members and the board can give it full consideration and try to determine if it has unforeseen ambiguities or might lead to problems perhaps not anticipated by the person making the motion. This would allow the member making the motion to, if he or she wishes, amend the motion to deal with such issues. The new rule provides:
"Proposals of substantive changes to the rules of the club, including the manner in which events are held and any other business or activities of the club are conducted, which a member wishes to present as a motion at the annual meeting of the club, shall be sent by mail or e-mail to the Corresponding Secretary no less than three weeks prior to the scheduled annual meeting of the club. Upon receipt the Corresponding Secretary will distribute the proposed motion to the board of directors.
The motion may be modified by the movant prior to the annual meeting. No substantive motions may be made at the annual meeting for which there has not been advance notice as stated above."
